7.14 Halls of Residence Evacuation Procedures and Precautions
- Planned Fire Practices must be arranged and carried out at least twice per year by Resident Tutors and documented on a University Fire Practice Record Form. This form must then be sent to the Area Safety Manager responsible for the Hostel and the Health, Safety and Environment Adviser
- The Fire Evacuation procedure is displayed on Fire Action notices in all hostels. This procedure must be brought to the attention of all new students during their induction session by the Health, Safety and Environment Adviser
- Main exits may be blocked off during practices or a real fire. Residents must therefore be made familiar with all alternative emergency escape routes. These are marked by green signs with white arrows showing the direction of travel to a safe area
- During an evacuation, all occupants - including guests - of the building must assemble at the building's Assembly Point
- During an emergency, priority must always be given to the safety of people, as distinct from property or material belongings
- During a real emergency or false alarm, the Senior Student must:
- Establish that all occupants - including visitors - have vacated the residence and have mustered at its Assembly Point
- Report the situation to the Warden/Security staff on their arrival at the hostel.
- Once the Fire Brigade personnel are satisfied that the area is safe, the Senior Fire Brigade Officer and only he, can authorise the "All clear" - It is only then that the buildings can re-entered
Note:
- Residents who have visitors staying with them are responsible for their safety at all times, including emergencies. Visitors are expected to react to alarms and follow all emergency procedures
- All residents with a disability/handicap which is likely to hinder their exit during an emergency should inform the Warden and Senior Student. This includes a temporary incapacity, such as a broken leg.
